National R&D Budget Strategy Meeting for 2025 Convened by the Ministry of Science and ICT

– Prior to the formal deliberations on the 2025 R&D budget, strategic discussions were held between the Office of Science, Technology and Innovation Coordination and related ministries

On May 2, Ryu Kwang Jun, Vice Minister for Science, Technology and Innovation, chaired a meeting organized by the Ministry of Science and ICT (Minister Lee Jong Ho, hereinafter referred to as MSIT) to discuss strategies for the national R&D budget for 2025.

MSIT conducts annual strategy meetings with ministries involved in national R&D projects. These meetings are essential for coordinating key investment areas and enhancing the efficiency of the upcoming year’s budget. They also provide a platform to review new projects and discuss necessary adjustments to the national R&D budget allocations.

The national R&D budget, prepared following deliberations by the Presidential Advisory Council on Science & Technology based on the Framework Act on Science and Technology, is integrated into the overall government R&D budget proposal by the Ministry of Economy and Finance.

In alignment with the transition towards a pioneering R&D system, the government last year launched the “R&D Innovation Plan of the Yoon Suk Yeol Administration” and the “Global R&D Strategy”. Building on the innovations from the previous year, in March, the government crafted the “Direction and Criteria for National R&D Investment for 2025”, aimed at bolstering pioneering efforts across national R&D investments and establishing a swift and adaptable investment framework.

Today’s strategy meeting, following eight sector-specific discussions, deliberated on the basic direction and key investment areas for the 2025 national R&D budget in accordance with the established direction and criteria, along with the government’s budgeting guidelines. Representatives from 21 ministries and agencies engaged in R&D projects participated in these discussions.

* The sectors discussed included business (Apr. 11), energy and nuclear (Apr. 12), public safety and disaster response (Apr. 12), government-funded organizations (Apr. 16), directly-managed institutions (Apr. 17), ICT convergence (Apr. 19), aerospace (Apr. 19), and biotechnology (Apr. 23).

Vice Minister Ryu Kwang Jun stated, “Despite the challenging fiscal conditions, we are committed to enhancing investments for future growth. Together with other ministries, we are actively reforming the government’s R&D budgets to support the transition towards a pioneering system that systematically nurtures innovative and challenging R&D initiatives and refines preliminary feasibility studies.” He added, “Building on this foundation, we will intensify strategic investments to foster future growth, drive global technological innovation, and support the next generation in boldly addressing new challenges. Our efforts will focus on three game-changers—AI-semiconductors, advanced biotech, and quantum technology—as well as twelve critical and emerging technologies and talent development.”
