Hyper-scale AI Services to be Developed in Eight Key Public Service Areas

 - A ceremony attended by relevant ministries and 

AI service providers was held to provide integrated support for 

8 hyper-scale AI service development projects. 

The Presidential Committee on the Digital Platform Government (DPG) and the Ministry of Science and ICT (MSIT), together with the National Information Society Agency (NIA), announced to kick off the ‘Hyperscale AI-Based Public Service Development Project 2024’ on July 15, 2024. 

The Project, which aims to promote the use of AI in the public sector and the realization of a digital platform government, saw considerable expansion of the budget from last year’s 400 million won to 7.7 billion won this year. 

This year, a total of eight tasks were selected in order to create AI-based services in a wider range of public sectors. Service developments, including AI labor supervisors, smart fire safety, and communication support for the disabled, are being supported. Eight tasks are categorized into three categories: general purpose public services, specialized services, and services that aim to solve social problems. 

For this matter, DPG and the MSIT held a ceremony, chaired by Chairman Ko Jin, to examine specific project goals and implementation plans for each of the eight tasks. The ceremony was attended by ministries and institutions that have demands for the projects, such as the Seoul Metropolitan Fire and Disaster Headquarters, the Ministry of Employment and Labor, the Korean Intellectual Property Office, the Rural Development Administration, the Ministry of National Defense, and the National Research Council for Economics, Humanities, and Social Sciences, as well as AI service providers.

⇒  AI aids labor inspectors in processing cases and supervising labor efficiently through automated report preparation and analysis, case search,  and 24/7 labor law consultation services, ensuring protection for vulnerable laborers.

⇒  AI supports young farmers with the latest agricultural technology, personalized education recommendations, and farming design from preparation to growth stages.  This supports rural revitalization through the stable settlement of young farmers.

⇒  AI enhances patent examination accuracy and reduces decision-making time by providing patent examiners   with trial decision searches, similar patent searches, and summary opinions.

⑦  Hyper-scale AI Multi-Modal Service to Support Communication of the Disabled
⇒  AI facilitates communication for disabled individuals by analyzing facial expressions, lip shapes, body movements, and voices.  This service reduces social isolation and caregiving burdens for families and guardians.

⑧  Early Detection Support Service for Slow Learners Using Hyper-scale AI
⇒  AI supports early detection of slow learners (borderline intellectual functioning) by analyzing   children’s speech and physical activity information, thereby easing the childcare burden on the public.

Chairman Ko Jin said, “In the silent war of AI between the countries, we should make the winning move by developing the world’s first government-only hyperscale AI model and exporting the successful model to the world.” He further added, “To achieve this, various successful cases of effectively using hyperscale AI in the public sector shall be created. We expect all eight projects signed today to become an exemplary model of AI services in each of the public sectors.” 

Minister Lee Jong Ho of MSIT stated, “It is my hope that this initiative to propel Korea to become one of the AI G3 countries by proactively integrating hyperscale AI models into the public sector and enhancing our capacity to leverage domestically produced AI technologies.” He emphasized, “Each organization is encouraged to exert its utmost efforts, as this will significantly broaden opportunities for our citizens to benefit from cutting-edge AI-driven services, especially in the public domain.”
