본 계획은 노르웨이 국가 보건·조정 계획(2024–2027)에 따라 인공지능(AI)이 보건·돌봄 서비스의 지속가능한 발전에 핵심적으로 기여할 수 있다는 인식에서 수립되었다. 노르웨이 보건국은 관계 기관과 협력해 보건의료 분야에 AI를 안전하고 책임감 있게 도입·확산하는 것을 목표로 한다.

계획의 핵심은 임상과 행정 전반에서 안전하고 효과적인 AI 활용을 확대하여 서비스의 질을 유지·향상시키고, 의료인의 업무 부담을 줄이는 데 있다. 이를 위해 윤리성과 안전성을 기반으로 현장 수요에 맞는 AI 활용을 추진하고, 상용 AI 제품 도입, 역량 강화, 유럽 협력을 병행한다.

이 공동 AI 실행계획(2024–2025)은 명확한 제도와 협력을 통해 AI를 신뢰할 수 있는 방식으로 활용함으로써 보건의료 서비스의 효율성과 품질을 높이는 것을 지향한다.

This plan was developed in line with Norway’s National Health and Coordination Plan (2024–2027), based on the recognition that artificial intelligence (AI) can make a key contribution to the sustainable development of health and care services. The Norwegian Directorate of Health aims to promote the safe and responsible introduction and expansion of AI in the health sector in close cooperation with relevant authorities.

At the core of the plan is the expansion of safe and effective AI use across both clinical and administrative areas, with the goal of maintaining and improving service quality while reducing the workload of healthcare professionals. To this end, the plan promotes demand-driven AI applications grounded in ethics and safety, alongside the adoption of commercial AI solutions, capacity building, and European cooperation.

This Joint AI Action Plan (2024–2025) seeks to enhance the efficiency and quality of health and care services by ensuring that AI is used in a trustworthy manner through clear frameworks and collaborative governance.
