Government to Establish ‘Office of AI Government’ to Oversee Public Sector AX

Reorganization Plan to Take Effect at the End of This Month after Legislative Notice


As the government accelerates its artificial intelligence transformation (AX), the Ministry of the Interior and Safety (MOIS) will establish a new “Office of Artificial Intelligence Government.” Through this, the ministry aims to speed up AX initiatives in the public sector and ultimately build a “democratic artificial intelligence (AI) government in your hands.” In addition, it plans to form a new Social Solidarity Economy Organization to reform the structure of the Saemaul Geumgo, which has faced growing financial soundness concerns.

The MOIS held a press briefing titled “Major Strategy Announcement” at the Government Complex Seoul on Nov. 5 and announced that it would issue a legislative notice of this reorganization plan on Nov. 6. According to the plan, the ministry’s structure will be reorganized from one vice minister, six bureaus, 27 divisions, and 114 departments to seven bureaus, 28 divisions, and 117 departments. Minister Yun Ho-jung said, “In the age of AI, the government must promote citizen participation and make it something people can tangibly experience.”

Accordingly, the ministry will abolish the existing Office of Digital Government Innovation and establish the Office of Artificial Intelligence Government. Under this office, three bureaus will be created: the Bureau of AI Government Policy, the Bureau of AI Government Services, and the Bureau of AI Government Infrastructure.

The previous e-Government and Digital Government systems have been criticized for pursuing quantitative rather than qualitative change. Regarding this, Minister Yun stated, “We will restore public trust in the AI government and achieve qualitative advancement by revamping the pan-government disaster recovery system and expanding multi-factor authentication frameworks, thereby evolving into a trusted democratic AI government.”

The ministry also plans to implement “one-stop administrative services,” enabling citizens to access all administrative services in one place, and to collaborate with private companies such as Naver and Kakao to create a system that allows users to access government services using plain, everyday language. Lee Yong-seok, head of the Digital Government Innovation Office, said, “‘Government24’ and ‘Portal24,’ which serve as public service portals, are developing AI systems but it is still inconvenient to use services in everyday language. We are preparing AI-based services that will allow users to access administrative services such as moving-in notifications not only on public websites but also through search portals.”
