본 보고서는 스웨덴 정부가 2025~2030년 기간 동안 추진할 디지털화 정책의 기본 방향과 실행 틀을 제시하는 국가 전략 문서입니다.

디지털화가 사회 전반에 걸쳐 핵심 기반으로 작동하고 있다는 점에서, 본 전략은 기존의 개별 전략을 통합하는 수평적 접근을 취하며 국민 삶의 질 향상, 공공서비스 효율화, 국가 경쟁력 및 안보 강화를 주요 목표로 설정하고 있습니다.

디지털 역량, 산업의 디지털화, 공공 행정의 디지털화, 복지의 디지털화, 연결성 등 다섯 개의 전략적 영역으로 구성되어 있으며, 각 영역별로 주요 과제와 목표, 정책 조치를 제시합니다.
인공지능(AI), 데이터 접근·활용, 보안은 모든 영역에 공통적으로 적용되는 핵심 요소로 강조됩니다.

본 전략은 의회가 결정한 국가 목표와 EU의 ‘디지털 10년 2030’ 목표를 기반으로 하여, 이를 구체적이고 실행 가능한 정책 목표로 보완합니다.
특히 AI 활용 확대, 데이터 기반 행정, 사이버 보안과 디지털 회복탄력성 강화를 중점 과제로 설정하고 있습니다.

This report outlines Sweden’s national digitalisation strategy for 2025–2030, presenting the government’s overall direction and policy framework for digital transformation. Acknowledging that digitalisation underpins almost all sectors of society, the strategy adopts a horizontal and integrated approach, aiming to improve quality of life, enhance public services, strengthen competitiveness, and safeguard national security.

The strategy is built around five strategic areas: digital skills, digitalisation of businesses, digitalisation of public administration, digitalisation of welfare services, and connectivity. For each area, it identifies key challenges and sets out objectives and policy actions. Artificial intelligence (AI), data access and use, and security are defined as cross-cutting priorities across all areas.

Based on national goals adopted by the Swedish Parliament and the EU’s Digital Decade 2030 objectives, the strategy introduces complementary national targets to make digital policy more concrete and actionable. Particular emphasis is placed on AI adoption, data-driven governance, cybersecurity, and digital resilience.
